Renewable Energy Development in Kazakhstan
Kazakhstan has begun a strategic transition: following the approval of the "Kazakhstan‑2050" Strategy (2012) and the "Green Economy" Concept (2013), the targets are 3% renewable energy by 2020, 10–15% by 2030, and 50% by 2050.
The target of 6% renewable energy by 2025 was set by Decree № 636 (February 15, 2018) and is being updated through the development of auction systems and fixed tariffs.
By the end of 2024, 3,032 MW of renewable energy capacity was installed: wind – 1,520 MW, solar – 1,223 MW, small HPPs – 287.7 MW, biogas – 1.77 MW. The share of renewable energy reached 6.43% of total electricity generation.
In the first half of 2025, electricity generation reached 4,237 million kWh (6.81%) with a capacity of 3,122 MW. Sources: wind – 1,570 MW, solar – 1,262.6 MW, HPPs – 287.7 MW, biogas – 1.77 MW.
In Q1 2025, renewable energy production was 1,961.6 million kWh (5.93%) – growth has slowed relative to total generation.
Since 2018, a transparent auction model has been implemented, attracting investments from 13 countries. In 2025, an additional 455.5 MW (9 projects) are planned, with 8.4 GW of capacity expected by 2030.
By the end of 2025, there will be 156 renewable energy facilities (including wind, solar, HPPs, and biogas): a 17-fold increase in installed capacity over the past decade.
KEGOC is investing over 4.4 billion USD in grid construction and modernization by 2027, including energy storage integration to ensure grid stability.
Challenges: integrating green generation, increasing grid flexibility, large-scale energy storage, and creating a favorable environment for investors.
